Barry Allen is a
self-appointed "gadfly" and local government
watchdog,
who watches the City of Glendale, California -- even though he is
a resident of Pasadena. His Vanguardians,
Inc. 501(c)(3) publishes the Vanguard
Weekly
newsletter which is supposed to support accountability and transparency
in local government. Vanguard
Weekly is archived here
and here.
Things
presented therein as fact may actually be fiction, and many, if not
most, of the letters published in Vanguard
Weekly are written and signed by Barry himself, and not by the
attributed author.
